Open Space Management Plan Update: The Board approved the revisions to the 1992 Open Space Management Plan.
Summary:
The Open Space Management Plan was approved in 1992 to facilitate the transfer of several County-owned excess properties to Ottawa County Parks Commission for management as conservation and or recreational properties. Under this plan, the County retains the right to use the properties for non-recreational purposes if deemed necessary. The plan is being revised as part of the process of incorporating a recently acquired 66-acre property that would expand Pigeon Forest Open Space.
Resolution to designate 66 Acres Parks Open Space: The Board approved the Resolution designating 66-acres to the Pigeon Forest Open Space.
Summary:
The vacant, 66-acre property was purchased by Ottawa County in 2021 and is located on 128th Avenue, West Olive, MI 49460. The Resolution expands the Pigeon Forest Open Space
Community Action Agency Personnel Request: The Board approved the request from Community Action Agency to add one full-time, benefited Assessment and Eligibility Specialist position (1.0 FTE, paygrade 5, Group T) at a total cost of $82,224 paid for with grant funds.
Summary of Request:
The Ottawa County Community Action Agency (OCCAA) is slated to receive a large grant from the Department of Energy Weatherization Program, which will triple the amount of expected weatherization program activities. See attached letter for more information.
To effectively fulfill the requirements of this grant funding, OCCAA is requesting the following additional position:
Add 1 Assessment and Eligibility Specialist position at 1.0 FTE at a cost of $82,224
This position will be paid for in its entirety using DOE grant funding, or CSBG / LIHEAP grant funds depending on award amount of DOE grant. This position will sunset if grant funding is eliminated.
Community Mental Health Personnel Request: The Board approved the request from Community Mental Health to add 12 hours to the .5 Occupational Therapist position to move it from a .5 FTE to a .8 FTE at a total cost of $22,049.
Summary:
Community Mental Health is requesting to add 12 additional hours of occupational therapy time due to a significant increase in the current case load. CHM is seeing more than double the average amount of referrals in 2022, and with many being at younger ages for individuals aging out of the school system. In addition, CMH is seeing an increase in referrals from Family Services for children, which have been historically low in the recent years. The current capacity is not enough to keep pace with current demands. The expected productivity for the OT positions is 30%, and April-June was 49%. By adding 12 hours, the occupational therapist can keep up with the ongoing requests for service.
FY2022 Budget Adjustments: The Board approved the 2022 budget adjustments per the above schedule.
