Resolution to Declare Tuesday, November 21, 2023 as “Michigan Adoption Day in Ottawa County”: The Board approved the Resolution declaring Tuesday, November 21, 2023 as “Michigan Adoption Day in Ottawa County”.

Implementation of Cost of Services for Family Planning Program: The Board approved the implementation of select fees on December 1, 2023 for the Family Planning services.

Lakeshore Regional Entity Grant: The Board approved a contract with Lakeshore Regional Entity.

Summary:

The grant is provided to Lakeshore Regional Entity with the expressed intent to focus on preventing substance use initiation and to reduce the progression of substance use and related problems in youth. Some of the health department programs supported by this grant include Prime for Life (evidence-based program to support students who have been involved in high risk behaviors like drug and alcohol use), Dangers of Vaping education (class offered to students who have been caught vaping at school), TiPS training to retailers who serve alcohol, Safe Homes compliance checks for tobacco retailers and partnerships with school resource officers to help address identified needs in schools.

Children’s Special Health Care Services Contract: The Board approved a contract with the Southeastern Michigan Health Association

Grant for Type II Water Supplies: The Board approved a contract with the Michigan Department of Environment, Great Lakes, and Energy (EGLE) to help ensure protection and safety of a Type II wells.

City of Holland Agreement to Accept EGLE Grant Funds: The Board approved a contract with the City of Holland.

Summary:

lnterlocal agreement to accept funds awarded by EGLE and allow for the City of Holland to use for the purpose of a new Drop- off site in terms of the EGLE Infrastructure Grant. $1,000,000 of EGLE funds that the City of Holland will be spending but will pass through Ottawa County since the grant was awarded to Ottawa.

Emergency Solutions Grant With MSDHA: The Board approved the grant agreement between The Michigan State Housing Development Authority and Ottawa County for an on behalf of Ottawa County Community Action Agency to provide services to prevent homelessness.

Contract for the Emergency Solutions Grant: The Board approved the contract with Good Samaritan Ministries for the Emergency Solutions Grant.

Demolition Services Contract: The Board approved a Demolition Services Contract in the amount of $103,845.00 with Specialized Demolition

Grand Haven Charter Township Water Transmission System 2023: The Board approving the Grand Haven Charter Township Water Transmission System 2023 Improvements Bond.

Purchase of Development Rights Program – Agricultural Easement: The Board approved an Agricultural Easement Purchase Agreement with Charles A. Rasch and Susan Boomgaard- Rasch for the development rights to 74.32 acres of farmland in Chester Township.

Agricultural Easement Purchase Agreement – Molyneux: The Board approved an Agricultural Easement Purchase Agreement with Wayne Molyneux for the development rights to +/- 163 acres of farmland in Wright Township.

Renewal of the County’s SIEM Platform: The Board approved the renewal of our Security Incident and Event Management (SIEM) platform, Blumira, for a three-year contract with annual payments of $101,208.00. This request is pivotal to maintaining and enhancing the security of our organization's digital infrastructure.

Board of Commissioners Roll Call Software Contract: The Board approved the contract with Granicus, LLC for the purchase of an electronic Roll Call software and agenda management systems.

Summary:

The County currently has OnBase as a meeting agenda workflow, Granicus's system will provide more simplicity and transparency with the agenda management process and allow for the public to view votes as they are being taken with the electronic Roll call system. There is also a way for public speakers to sign up to speak electronically.
FY24 Project - $71,616: Year 2 $60,654.30: Year 3 $63,687.22

Boardroom Audio Video Enhancements: The Board approved the contract with Bluewater for the enhancement of the Boardroom Audio Video.

Summary:

Bluewater will provide a system overhaul including the video distribution and adding a three-camera tracking solution.

FY2024 Budget Adjustments: The Board approved the 2024 budget adjustments per the attached schedule.

New Parks Capital Project for Lake Michigan High Water Repairs/Replacements: The Board approved the creation of a new Parks capital project for the Lake Michigan high water repairs/replacements utilizing funds secured from the Ottawa County Insurance Authority in the amount of $187,000.

PDR Applicant and Scoring Criteria Approval: The Board approved the 2024 Purchase of Development Rights Scoring Criteria and 2023 ranking of the Purchase of Development Rights applicants.

Resolution to Fill Vacant Seat: The Board approvewd the Resolution regarding the appointment of a County Commissioner in District 6 due to the resigniation of Kyle Terpstra

Discussion of Ottawa Food: The Board discussed the current lack of funding for the Ottawa Food coordinator and the possiblity of placing a budget adjustment on the next Finance Committee meeting.

It is my hope that we can see that occur, as the obvious lack of funding for the Coordinator position is harming the Ottawa community’s combined effort to to ensure all Ottawa County residents have access to healthy, local, and affordable food choices.
