Resolution of Support for the Grand River Band of Ottawa Indians: The Board approved the Resolution to support the Grand River Band of Ottawa Indian Nation's efforts to gain recognition from the Federal Government.

Summary:

The Grand River Band of Ottawa Indians is seeking recognition from the U.S. Department of Interior in order to be eligible for certain federal benefits, such as maintaining government-to-government relationships, accessing federal programs and resources such as the Indian Health Service, and exercising its sovereign treaty rights for activities such as fishing.

Ottawa County Parks Commissioner Bylaws and Rules of Procedure: The Board approved the updated Ottawa County Parks Commission Bylaws and Rules of Procedure.

Summary:

With the intent of enhancing the delivery of recreational services to the residents of Ottawa County by increasing efficiency and coordinating county recreational services the Ottawa County Board of Commissioners (BOC) established the Ottawa County Parks and Recreation Commission (OCPRC) in 1987 pursuant to Act 261 of the Public Acts of 1965.
OCPRC’s expressed goal for the park system is to provide the highest quality recreational experience possible through creative park design, high quality programs, and by implementing exacting standards for parks maintenance and facility construction.

Not long after the creation of the OCPRC the basic structure for park operations were established and the Bylaws and Rules of Procedures were adopted by the OCPRC. This document has helped to ensure the OCPRC has adhered to its mission and run smoothly over the years by defining the relationship, roles and responsibilities of the Commission, officers, staff, County Administration and the BOC. Periodically all organizations should review their governing documents to ensure they are in compliance with applicable laws, up to date, relevant, and reflect current practices.

The Parks Commission with guidance from the Director and oversite from Corporation Counsel and the County Administrator have reviewed and updated the bylaws and rules of procedures which have not been updated in recent history. At the September OCPRC meeting the Commission approved the attached bylaws and rules of procedures.

Idema Explorers Trail Trust Fund Grant Agreement: The Board approved the resolution from the Michigan Natural Resources Trust Fund (MNRTF) for assistance to complete the Idema Trail-Stearns Bayou Connector project in Robinson Township

Summary:

An agreement for a $300,000 MNRTF grant for this project to help construct a 2.4 Mile segment of the Idema Explorer’s Trail has already been executed by the Board. This resolution is need to finalize the grant.

Kirk Park Renovation Trust Fund Grant Agreement: The Board approved the resolution from the Michigan Natural Resources Trust Fund (MNRTF) for assistance to complete the Kirk Park Renovation project in Grand Haven Township

Summary:

An agreement for a $237,000 MNRTF grant for this project to help renovate the restroom and playground at Kirk Park has already been executed by the Board. This resolution is need to finalize the grant.

Employment Agreement for Deputy County Administrator: The Board approved the Employment Agreement for the Deputy County Administrator position.

Summary:

Administrator Shay hired Hudsonville City Manager Patrick Waterman as the next Deputy County Administrator. The following Employment Agreement outlines the terms of his employment, including his compensation and fringe benefits: His salary will be $158,000 and will receive benefits similar to other County employees. Total annual cost is estimated to be $238,000 (FY23 cost estimate - $202,000). His first day of work will be November 21, 2022.

Approval of Amended OPEB Documents: The Board approvwd the amended OPEB related documents to remoce the requirement of paid trustee.

Summary:

The OBEB trust is necessary to provide retiree health insurance. However, for years, the County has been paying a trustee while performing all the work in house. These amendments, reviewed and approved by Warner, Norcross & Judd’s pension trust lawyers will allow the County to avoid this annual, wasteful cost.

One year agreement with Qualtrics: The Board approved the agreement between the County of Ottawa and Qualtrics, LLC.

Summary:

In 2019, Ottawa County purchased a three-year Qualtrics license for all county depoartments that expires September 30, 2023. This license was used by multiple county departments during that time, the Department of Public Health developed many use cases for mandated services during Covid-19 response, saving the county thousands of personnel hours and improving the timeliness of services. All county departments would benefit from an additional, more typical year to explore uses for this robust and secure survey design, analytics and reporting platform.

Distribution of Convention Facility Tax Revenues: The Board approves the Resolution regarding the distribution of convention facility tax revenues to counties under Public Acts 106 and 107 of 1985.

Summary:

Approve resolution detailing the use of convention facility tax revenue.

Children’s Advocacy Center Assessment Agreement: The Board approved the contract renewal between the Sheriff’s Office and the Children’s Advocacy Center.

Budget adjustments: The Board voted to approve the budget adjustments for the current month, as shown above.
