2020 Budget Adjustments: The Board approved the August budget Adjustments. Notable among them is the reception of grant funds by Ottawa Community Action Agency (CAA), one in the amount of $736,806 for Eviction Prevention and another in the amount of $442,519 for rapid rehousing efforts for those temporarily experiencing homelesness. CAA will disburse grant funds to partner agencies Salvation Army, Community Action House, Good Samaritan, and Resilience.
2021-2025 Capital Improvement Plan: The Board approved the 2021-25 Capital Improvement Plan (CIP), which is a multi-year planning document developed to fund capital projects with a focus on preserving current assets and accounting for future needs. Expected capital outlays for 2021 total $3.7M. I am concerned about the out-year (2022) allocation of $1.25 M for Renovating and Moving in Probate, Circuit and District office back to Grand Haven, both on the cost (I believe that it will cost more than $1.25M), and on the overall question of whether we really need to do this. I hop eto have a further conversation about this pointy as we move along in the build process for the new Family Justice facility the Board approved last year.
Setting of Public Hearing on the 2021 Ottawa County Budget: The Board set the public hearing on the 2021 Ottawa County budget for Tuesday, September 8, 2020, to be held in the Ottawa County Board Room, 12220 Fillmore Street, West Olive, at 1:30p.m. The 2021 Budget can be found here.
Hager Park Paving Renovation Bids: The Board approved the low bid from TJM Services in the amount of $152,859.08 for paving renovations at Hager Park.
Details:
As part of ongoing efforts to maintain high quality facilities, several older park sites are scheduled for renovations to bituminous drives and parking areas. Hager Park is in need of crack sealing, patching, and repaving of most parking areas.
This project combines all of these needs in one paving project to be completed later this summer or early fall. Remaining budgeted funds for pavement repairs system-wide are $343,408. This project was estimated at $147,000.
Ambulance Service at Fillmore Complex: The Board approved a proposal from Life EMS Ambulance to provide Emergency Medical Services (EMS) to the Fillmore Complex.
Details:
The Ottawa County Central Dispatch Authority (OCCDA) provides all contractual emergency ground ambulance dispatch services to the Fillmore Complex. Historically, it has been able to find ambulances from a number of different ambulance firms to respond to an average of 35 calls per year at the Fillmore Complex (most originating from the Jail), but recent changes in the market have made this more challenging.
Therefore, the County issued a Request for Proposals (RFP) for EMS ambulance services at the Fillmore Complex. The County received one proposal from Life EMS. Life EMS meets all of the qualifications in the RFP, including providing an average response time of 30 minutes or less, and has excellent references. The cost of the service would depend on the type of service provided, the number of calls per year and the extent to which private insurance or Medicaid/Medicare would reimburse Life EMS. Life EMS would be required to bill insurance first before submitting any invoice to the County.
Facilities Maintenance Campus Master Plan: The Board approved the proposal and Campus Master Planning Agreement from Tower Pinkster to update Ottawa County's Campus Master Plan.

In 2016, GMB Associates developed the County's Campus Master Plan. The County issued a Request for Proposals (RFP) to update the Campus Master Plan. In response to the RFP, the County received proposals from seven vendors. Staff interviewed two of the vendors and is recommending that the Board of Commissioners approve the low bid from Tower Pinkster in the amount of $76,250.00. Staff feels that Tower Pinkster's proposal was comprehensive and would involve appropriate feedback from departments and employees in order to allow Tower Pinkster to accurately assess the current condition of County facilities and to make recommendations on improvements to these facilities. If approved, the project would begin in October 2020 after the start of the new fiscal year and conclude May 1, 2021.
Substance Abuse and Mental Health Sevices Administration (SAMHSA) Grant: Community Mental Health received a wide-ranging grant from SAMHSA and MDHHS to add personnel at a variety of positions. The Board the request from CMH to make the following position changes
Add one (1) 1.0 FTE Mental Health Clinician position in Latino Outreach at CMH
through the SAMHSA Grant at a cost of $85,707.89.
Add one (1) 1.0 FTE Mental Health Clinician for Mobile Crisis at CMH through the SAMHSA Grant at a cost of $85,707.89.
Add one (1) 0.5 FTE Mental Health Clinician for Zero Suicide at CMH through the SAMHSA Grant at 20 hours per week at a cost of $39,504.00.
Add one (1) 1.0 FTE Community Health Worker for Pathways to Better Health
through the SAMHSA Grant at a cost of $61,178.10.
Add one (1) 0.75 FTE Peer Support Lead Family Coordinator at CMH through the SAMHSA Grant at a cost of $43,165.96.
Add one (1) 1.0 FTE Peer Support for Youth Mobile Crisis at CMH
through the SAMHSA Grant at a cost of $59,574.53.
Add one (1) 0.25 FTE Peer Support Youth Peer at CMH temporary
non-benefitted through the SAMHSA Grant as a 4-year position working 10 hours
per week at a cost of $7,902.31.
Add one (1) 1.0 FTE Program Coordinator at CMH through the
SAMHSA Grant at a cost of $96,963.21.
Add one (1) 1.0 FTE Mental Health Clinician at CMH Group T-15 through the
PACC and MHJJ grants from MDHHS at a cost of $85,707.89.
Housekeeping Services Contract: The Board approved a the proposed 3-year agreement with Atalian for Housekeeping Services at a first year cost of $314,221.

In 2020, the housekeeping services agreement with United Commercial Services is expiring. This March, the County issued a Request for Proposals (RFP 20-12) to solicit housekeeping services for a new 3-year agreement (with options to renew for 2 additional 1-year terms) for 3-days per week and 5-days per week per facility, as described within the scope of the RFP. In response, the County received proposals from nine vendors. Based on a preliminary evaluation of company history, experience and qualifications, comparable projects and overall costs proposed, three finalists were selected for interview. As a result of this evaluation process, Atalian Global Services was determined to be the lowest responsive, responsible vendor and it is recommended that the Board of Commissioners approve for award of the agreement to Atalian Global Services for a total cost of $26,185.00/month ($314,221) for option 2 of the proposal for all locations. The current housekeeping services annual cost is $26,152.92/month ($313,835.04) and their proposal was for an increase to approximately $330,000 for equivalent service. The contract will begin in October, 2020 based on the transition and implementation plan as proposed by Atalian.
