County of Ottawa Financial Report - The Board voted to receive for information the Annual Comprehensive Financial Report of the County of Ottawa for the Year Ended September 30, 2023.

Delta Dental Grant: To approve and forward to the Board of Commissioners a contract with Delta Dental. This funding will be used to purchase a new pediatric x-ray sensor and other dental supplies and equipment needed foreveryday operations on the Miles of Smiles mobile unit.

Adobe Subscriptions for County Staff: The Board approved a contract with SHI International Corp for the purchase of Adobe subscriptions, for a 3-year contract equaling $90,000.

Summary:

Departmental staff across the County use various Adobe subscriptions, such as Acrobat Pro, Photoshop, Premiere Pro, etc. in their daily work. The IT Department assists departments with Adobe subscriptions by purchasing and managing accounts. This contract will allow for the renewal of the current subscriptions that the County has, and the purchase of additional subscriptions throughout the year as new needs arise. This contract allows us to continue to get State of Michigan pricing which allows us to realize a significant savings per subscription. For example, our current annual cost on a Adobe Acrobat Pro subscription is $103.95 vs if a user was to purchase the same subscription on their own the cost would be $240 annually.

FY2024 Renewal Cost - $28,196.38 plus additional new licenses throughout the year

Financial Reporting Software: The Board approved the contract with IGM Technology Corp. for the purchase of the Financial Reporting software.

Time and Attendance Software: The Board voted to approve the request from Human Resources to approve an agreement with TimeClocks Plus LLC for time and attendance software for a total cost of $413,135 over the seven year period.

Reallocation of Unrestricted Funds: The Board voted to reallocate excess unrestricted $1,839,314 from the Department of Public Health Fund and excess unrestricted $640,026 from the Child Care Fund for a total of $2,479,340 to the General Fund.

I voted no on motion to reallocate funds because I viewed it as premature. Fiscal Services is working on a uniform policy regarding fund balances, and I think it would be more efficient and more productive to wait until a uniform policy for all funds is proposed and approved.

FY2024 Budget Adjustments: The Board voted to approve the FY2024 budget adjustments per the above schedule.

Upper Macatawa Natural Area Restroom Design Contract: The Board voted to approve the proposal from MCSA Group for architectural and engineering services for the Upper Macatawa 84th Street Trail head Restroom Building and forward to the Board of Commissioners for final approval.

Summary:

In keeping with plans developed with our project partners for improvements to the Macatawa Greenway including expansion of Hawthorn Pond Park and trail connections between that park and the Upper Macatawa Natural Area (UMNA), Ottawa County Parks is seeking to develop a new modern restroom facility at the 84th St. Park Entrance. The facility will serve general park users, bicyclists and others using the paved Macatawa Greenway Trail that extends both east and west from this location, and mountain bikers who utilize the extensive and challenging mountain bike trails at this park. The restroom will be fully accessible and feature men's and women's restrooms, a family restroom with an adult changing table, and changing rooms with showers for mountain bikers and other park users. MCSA Group will complete all design, engineering, permitting, bidding, and construction administration for the entire project.

It should be noted that Ottawa County Parks is currently seeking grant funding to assist with this project. This work would be eligible to be reimbursed by the grant if we are successful in securing it.

Ottawa County Road Millage renewal: The Board voted to approve the renewal of the countywide road millage to be placed on the August 2024 ballot for voter consideration. In 2014, Ottawa County voters passed a countywide road millage of .5 mills for 10 years, 2015-2024. Through the Headlee process, the millage rate is proposed to be renewed at .4578 mills (appx. $0.46 per thousand dollars of taxable valuation for a period of 10 years, 2025-2034. 100 percent of the millage funds collected within a township or city WILL ONLY be spent within that township or city.
